Response to Proposed OGE Amendments

In reviewing the proposed amendments to the Office of Government Ethics (OGE) in the ethics rules for US government employees issued on Sept. 13, MPI acknowledges that these amendments impact the meetings and events of more than 1,800 of our association planner members directly and has cascading impact to our industry at large.  Per the recent US Economic Impact Study the meeting and event industry alone contributes $106 billion in annual GDP, supports 1.7 million jobs and generates $25.6 billion in combined federal and state tax revenues to the US economy.  This is not a time to be putting this economic engine at-risk by having the government impose restrictions on participation.

The proposed amendments are clearly the OGE’s efforts to extend the current gift ban which defines free attendance to events (both professional and social) as a gift.  The proposed extension prohibits not only political appointees (as it does currently), but also all US government employees from participating at no cost. This at a time when their participation within trade association events could be the very thing that helps find solutions and implement best practices to the fiscal challenges the country is currently facing- all at no additional cost to the taxpayer.

In a time where our government faces financial shortfalls and the need to collaborate on solutions to the challenges we have domestically, economically and across all industries is critical, limiting government participation in trade association education, networking and events will create barriers to engagement at a time where collaboration is the key to working out our challenges.  

We need federal government employees at all levels to engage with business, labor and community leaders to shape solutions that are going to affect the future of our country.  We are all part of the solution. The best way to develop collaborative solutions for all stakeholders is through fiscally responsible, well-designed and professionally implemented face-to-face meetings and events.

We encourage our membership and our industry peers to review the proposed amendments quickly and consider their impact.  Comments on these proposed changes are due to the OGE before Nov. 14, 2011.  ContactOGE@oge.gov

    Bravo to Bruce and the MPI Leadership for sharing this information on the proposed amendments to the Office of Government Ethics (OGE). This is yet another example of government shortsightedness and lack of understanding of the business value trade association meetings and events provide their attendees. Additionally, it is a clear signal that we in the meetings industry have a tremendous amount of advocacy work ahead of us if we intend to educate others on the value of meetings, the value of the meeting professional, and the value of the meetings industry.

    I fully applaud this blog post; however I do not understand specifically how you would like members to act. What would you like us to say in our comments to the OGE? What does success look like?

    MPI members need to show their trade association that they are willing and able to assist in voicing the value of these meetings and events.  My experience speaking to chapters on advocacy issues tells me that most members are not comfortable in communicating to officials. Here are a few pointers to help those who are willing to speak out in support of our industry. Good Luck!

    Following are some helpful hints when writing officials.

    Introductions: 

    ·    Your name and home or work address should be included in the correspondence.

    ·    Include your name in the first line of your letter along with the name of your organization and/or the fact that you are a constituent.

    ·    Always send a personal letter – never send a form letter.  Remember that you are writing from the standpoint of a concerned citizen or industry professional; a form letter may defeat your purpose.

    Be Frank:

    ·    State your purpose at the outset, and then utilize the remainder of your letter to expand your views.

    ·    Attempt to confine the letter to one subject.  Too much information may decrease the force of your argument and complicate efforts to act upon it.

    ·    Be brief – although brevity should not be achieved at the expense of clarity and completeness. A letter more than one page in length might not be read immediately.

    ·    Do not assume the official is as well-informed as you about a given problem.  Explain the situation clearly and concisely.  Remember that officials cannot keep abreast of everything.

    ·    If your industry, interest group, or organization has talking points, then use them in your letter to support your viewpoint.  (Bruce has outlined some talking points in his blog post)

    ·    Letters concerning a particular piece of legislation or regulation you should include the assigned reference number, as well as the subject matter.

    ·    The conclusion should clearly state whether you want the official to support or oppose the legislation.

    Personalize:

    ·    Officials want to hear how the legislation you are writing about will affect your life, your business and your employees.

    ·    Attitude is important.  Polite and positive-sounding correspondence may be more impressive than belligerent or negative-sounding correspondence.

    ·    While many topics addressed in correspondence are of an emotional nature, beware of the use of nonfactual arguments.  Your view will only be weakened if you use them.

    ·         State the facts and use clear illustrations. Reciting barren concepts will result in an ineffective letter.

    Glad to see it and have a few questions of clarification:
    1) Does MPI have 1800 US govt. employee members or does the 1800 refer to a different membership segment? (I read it as 1800 association planners not govt. planners.)

    2) How does MPI perceive this not as a "gift" under the Principles of Professionalism? Is it not the equivalent of what PHARMA has done to restrict doctors from being unduly influenced by participation in meetings?

    3) What are some other suggestions we can offer when writing? "Meetings Mean Business" is something we understand; meetings and those who plan them are not understood by those who do not. Roger - would you provide perhaps a coupla lines that can be paraphrased to use for those who may be struggling with language?

    If we are promoting the end result we also have to promote the idea that people help us get to the end result. The planners are the ones being hurt on the first line.

    Oh and the supplier community - can't we find a better way to get this done - does it have to be free or nothing? (See recent comments to my blog at www.meetingsfocus.com from a colleague on the industry's supplier side.)

    @Joan - I really appreciate your blog post and rallying cry to suppliers to find other ways to address this challenge.

    As to your question above on the 1800 members, that is members who categorize themselves as association planners - hence the proposed amendments affecting their events immediately, with cascading effects.

    @Roger - excellent points on being frank, direct and explicit what concerns are. I do hope that our members and professional colleagues do read through the great recap provided by ASAE to educate themselves on the situation and make up their minds on whether they're going to personally advocate on behalf of our industry's continued recovery.

    Roger's direction on this matter is really outstanding. Don't underestimate the value of your single voice in shaping government policy. Always seize the opportunity to educate your representatives (often they are really not that aware of legislation given the thousands of bills they are faced with). Make your position clear and ask them to get back to you with their position and to update you on the bill's development. Be polite and respectful, but be firm on what you'd like your representative to do.
